Scholarship Opportunities

CFOV has transitioned most scholarships to an online, common application format.

This creates a more efficient application experience. Create an account, complete the application and then provide any necessary supplemental materials for the opportunities you are eligible to pursue.

Some opportunities still use a paper application. Access instructions for all opportunities are provided within each listing.

Some helpful hints:

  • Applicants using the platform for the first time must create an account.
  • The 2026 application cycle will be open January 15 – March 15.
  • Existing recipients of multi-year scholarships will access annual verification forms within their dashboard.
  • Remember, not all CFOV scholarships are housed in the online platform. Be sure to follow all noted access instructions.

Aaron Davies Memorial ScholarshipThis scholarship was established in Aaron’s memory and seeks to support a graduating Weir High School senior who was a member of a Weir High basketball team for at least two years. Applicants must have good character, exhibit characteristics of sportsmanship and leadership, with plans of attending a four-year college or university.Part of Universal Application
AAUW Beulah Boyd ScholarshipThis opportunity is active April 1 – June 1 and interested applicants must request the application.
For undergraduate students who have completed at 30 college credit hours and reside in Brooke, Ohio or Marshall counties (WV) or Belmont County (OH)

Beulah Meyer ScholarshipThe Beulah Meyer Scholarship was established through a generous bequest. Applicants must be graduating seniors from Weir High School or Weirton Madonna High School who have been residents of Weirton, WV for at least four years and plan to pursue higher education.Part of Universal Application
Bradley Miller Jr. Memorial ScholarshipThe Bradley A. Miller, Jr. Scholarship was established in his memory for the benefit of John Marshall High School graduating seniors in their pursuit of higher education.Part of Universal Application
Connie and Marvin LeGrande Memorial ScholarshipEstablished for the benefit of graduating seniors from Tyler Consolidated High School, the Connie and Marvin LeGrande Memorial Scholarship seeks to recognize a student who plans to pursue a degree at a four-year college or university.Part of Universal Application
Deever Family ScholarshipThe Deever Family Scholarship is for the benefit of graduating seniors of St. Clairsville High School pursuing higher education. Preference may be extended to student-athletes, those pursuing core educational subjects within primary/secondary grade levels – including special education.Part of Universal Application
Donivon E. Adams Memorial ScholarshipThis scholarship is for the benefit of graduating seniors of Tyler Consolidated High School. Applicants must also reside in Tyler County and intend to pursue post-secondary education. Character is an important element of this opportunity.Paused for 2026
Dr. Jim Mills Memorial ScholarshipThe scholarship was established to honor the memory of Dr. Jim Mills. He cared for the people of the community at the emergency room at Ohio Valley Medical, St. John Medical Center and Trinity Medical Center. In many instances, Dr. Mills would make “house calls.” This scholarship shall serve to preserve his legacy by making an annual award to a Jefferson County resident who is also a graduating senior of a Jefferson County high school who plans to pursue healthcare.Part of Universal Application
Frances & Stephen Pritchard ScholarshipThe Frances S. & Stephen E. Pritchard Scholarship was established for the benefit of a graduating senior from Tyler Consolidated High School who has shown the most academic progress during his/her high school career and plans to attend a two- or four-year college or university.Part of Universal Application
Frank Ferguson Memorial ScholarshipThe Frank Ferguson Memorial Scholarship is to provide financial assistance to a graduating senior of Brooke High School. It is for the benefit of a student who exemplifies many of the following characteristics – leadership, courage in facing life’s challenges, sportsmanship, selflessness/generosity of spirit, humility, scholarship and passion for learning, abiding faith and volunteerism.Part of Universal Application
Fraternal Order of Police Association ScholarshipFor graduating seniors who have a parent or legal guardian who is a working or retired municipal or county law enforcement officer of Ohio County.Part of Universal Application
Friends of MPLX Gathering & Processing ScholarshipThe Friends of MPLX Gathering & Processing Scholarship Fund was established for the benefit of graduating seniors from Cameron High School, Valley High School or Doddridge County High School who plan to pursue a degree or certification in a science, technology, engineering or math and/or a field related to the oil & gas industry.Part of Universal Application
Gene DeProsperis ScholarshipThis scholarship was established by Gene’s son, Barry. It will be awarded to a deserving graduating Wheeling Central Catholic High School senior who was a multi-sport athlete during his/her high school career and plans to attend West Liberty University.Part of Universal Application
Glenda K Follett Memorial ScholarshipThe Glenda K Follett Memorial Scholarship was established in her memory by her family. Ms. Follett spent her entire teaching career at Short Line Elementary School. Her life was dedicated to educating youth both inside and outside the classroom. This scholarship will be awarded to one deserving graduating senior from Valley High School who aspires to pursue a degree in education.Part of Universal Application
Helen Biery Memorial ScholarshipThis scholarship is for the benefit of graduating seniors of an Ohio County high school who plan to pursue a degree in nursing and/or a related healthcare profession.Part of Universal Application
Howard Corcoran Memorial ScholarshipThe Howard Corcoran Memorial Scholarship was established to honor and recognize the late Mr. Corcoran’s dedication and accomplishments on behalf of the youth of the Ohio Valley, as well as his many contributions to the betterment of the Ohio Valley and its residents. The scholarship is open to the students of OVAC schools located in West Virginia and will be awarded to qualified applicants who demonstrate civic pride, community spirit and significant community service.Part of Universal Application
Howard & Phyllis Glendenning ScholarshipEstablished for the benefit of graduating seniors of John Marshall High School, this scholarship seeks to recognize students involved in athletics or musical performing arts. Applicants must be planning to pursue a bachelor’s degree in any field of study.Part of Universal Application
Jack & Mary Burgbacher Carpenter ScholarshipThe Jack and Mary Burgbacher Carpenter Scholarship is awarded to graduating seniors from Tyler Consolidated High School who will be pursuing a degree in science or engineering.Part of Universal Application
Jack and Charolette Nelson ScholarshipThe Jack and Charolette Nelson Scholarship Fund was established by Charolette Nelson in memory of her husband, Jack L. Nelson. Jack loved Wheeling Park High School and was a proud parent of two WPHS graduates. In retirement, Jack was able to spend time interacting with students through his job as a cook/server – an opportunity he truly enjoyed. This scholarship will be awarded to one graduating WPHS senior who plans to pursue a degree in music, music education or a STEM field.Part of Universal Application
James E. and Betty L. Kinsey Memorial ScholarshipFor graduating seniors of Cameron High School who plan to pursue higher education of some type.Paused for 2026
Jan Mayhew Graham ScholarshipThe Jan Mayhew Graham Scholarship is for the benefit of graduating seniors of Oak Glen High School. The namesake of the scholarship had a strong affinity for her church and that is honored through the essay component of this opportunity.Part of Universal Application
Jerome B. Schmitt Memorial ScholarshipEstablished in memory of Jerome B. Schmitt, this fund will provide scholarships to students attending West Liberty University seeking a degree from the Gary E. West College of Business. Mr. Schmitt was a founder of CFOV and an accomplished member of WesBanco’s leadership team.Paused for 2026
John & Becky Wright 1st Generation ScholarshipThe John and Becky Wright First Generation Scholarship is given annually to a senior representing the first in their family to attend college in pursuit of earning a bachelor’s degree.Part of Universal Application
John & Norma Miller-Daffin Educators’ ScholarshipFor rising college juniors or seniors majoring in early childhood or elementary education who graduated from Bridgeport High School or other high school in Belmont County.Paused for 2026
John H. & Dorothy M. Zmavec ScholarshipEstablished by Dorothy Zmavec, the John H. and Dorothy M. Zmavec Scholarship is intended to benefit Ohio Valley students seeking a degree in primary or secondary education.Part of Universal Application
John J. and Tulane B. Mensore ScholarshipThe John J. and Tulane B. Mensore Scholarship will benefit one graduating senior from a high school located in Wetzel County or Tyler County who will attend Wheeling University. Preference will be extended to students from Magnolia High School. Students considering Wheeling University may apply, but enrollment is required for the scholarship to be distributed.Part of Universal Application
John M. and Wanda D. Brown ScholarshipThe John M. and Wanda D. Brown Scholarship will benefit a graduating senior from Wheeling Park High School who plans to attend West Virginia University and pursue an undergraduate degree in a STEM field.Part of Universal Application
John Nicholas Varlas and Nancy Allen Varlas ScholarshipThis scholarship was established by John Nicholas Varlas in memory of his wife, Nancy Allen Varlas and in honor of their involvement in the Moundsville community. The couple, lifelong Marshall County residents, were graduates of the former Moundsville High School. Mrs. Varlas enjoyed a long career with Marshall County Schools and the family carries a special affinity for John Marshall High School, as well as a desire to support students seeking higher education.Part of Universal Application
John Racer Athletic ScholarshipThe John Racer Athletic Scholarship is awarded annually to a Tyler Consolidated student who has participated in a varsity sport and been involved in the community.Part of Universal Application
Joseph M. & Annale R. Wells ScholarshipThe Joseph M. and Annale R. Wells Scholarship will be awarded to a graduating senior of a Wetzel County high school or a graduating high school senior who resides in Wetzel County, West Virginia planning to pursue post-secondary education.Part of Universal Application
Joseph Mull Jr. & Virginia Mull ScholarshipThe Joseph P. Mull Jr. and Virginia P. Mull Scholarship was established in memory of Mr. and Mrs. Mull. It will be awarded to deserving graduating seniors, one from St. Clairsville High School and one from the Belmont Career Center, who aspire to pursue a technical education or an engineering degree.Part of Universal Application
Joy Cox Nursing Memorial ScholarshipThis scholarship was established in memory of Joy Cox, a dedicated and accomplished nurse in the Wheeling area. It is for the benefit of graduating seniors of Wheeling Park High School who plan to pursue a degree in nursing.Part of Universal Application
Kathleen Simmons Batalion Memorial ScholarshipEstablished in her memory, the Kathleen Simmons Batalion Scholarship is awarded to a Tyler Consolidated senior who plans to pursue a degree in nursing.Part of Universal Application
Kenneth R. Dennis ScholarshipThe Kenneth R. Dennis Scholarship was established to support deserving students from the Ohio Valley planning to major in a STEM field.  The scholarship will be granted to individuals with a proven record of academic excellence, leadership skills, and high potential for becoming a leader in society.Part of Universal Application
Lloyd Shirl & Esta Mae Taggart ScholarshipThe Lloyd Shirl and Esta Mae Taggart Scholarship was established by their grandson in tribute to the role they played in his life. As doting grandparents, Esta Mae and Lloyd instilled values of hard work, dedication and resilience to their grandson, who often worked alongside them on the family farm. Those values are honored through this scholarship fund that will extend support to graduating seniors of Tyler Consolidated High School who seek to better themselves through higher education.Part of Universal Application
Maryanne K. Pflug Memorial ScholarshipThe Heather Twig of Trinity Health System Auxiliary established the scholarship to honor the memory and life’s work of Maryanne K. Pflug, a 25-year member and supporter of Heather Twig with incredible “zest for life”. An accomplished marketing professional, Maryanne worked with Fortune 100 companies nationwide.  The scholarship is for the benefit of a student from Jefferson County who plans to major in business, marketing or management.Part of Universal Application
May Green ScholarshipThe May Green Scholarship was established to recognize and support a graduating Martins Ferry High School senior pursuing a bachelor’s degree. To be eligible, applicants must attend Martins Ferry High School, be ranked in the top half of the class, demonstrate participation in school and community activities and/or athletics.Part of Universal Application
Mike G. Dotson Memorial ScholarshipThe Mike G. Dotson Scholarship is awarded in his memory to provide support to a student who is pursuing a degree in physical education, sports medicine, athletic training or other relevant field.Part of Universal Application
Mulholland Futures ScholarshipA scholarship established through Youth Services System, Inc. to support youth as they pursue higher education. Such education can include associate or bachelor’s degrees, trade school or licensure programs. Applicants must be a current graduating high school senior who resides in Hancock, Brooke, Ohio, Marshall, Wetzel or Tyler counties.Part of Universal Application
N. Elizabeth Elbin Memorial ScholarshipThis scholarship is for the benefit of worthy and deserving Cameron High School graduating seniors who plan to pursue higher education.Part of Universal Application
Ohio County Bar Association ScholarshipEstablished by the Ohio County Bar Association, this scholarship is for the benefit of graduating seniors pursuing a full-time course of study. Applicants must be residents of Ohio County. Preference will be extended to students planning to pursue legal studies.Part of Universal Application
Orrick, Herrington, Sutcliffe GOC ScholarshipThis scholarship is for the benefit of graduating seniors of Ohio Valley high schools who will be pursuing a bachelor’s degree at an accredited college or university. Preference will be given to those with professional career goals in business management, accounting or information systems technology.Part of Universal Application
Pat Bland Memorial ScholarshipThe Pat Bland Memorial Scholarship provides financial assistance to a Magnolia High School graduating senior planning to attend a four-year West Virginia college to study education, with a special interest in supporting applicants considering long-term career goals of education administration or school counseling.Part of Universal Application
Pat Johnson Memorial ScholarshipThis scholarship was established in memory of Pat Johnson. It is for the benefit of a Wheeling Central Catholic High School graduating senior who plans to attend West Virginia University and major in engineering.Part of Universal Application
Patrick Clutter Memorial ScholarshipFor graduating seniors of Wheeling Park High School who plan to pursue a degree in communications.Paper application through school
Polish American Patriot Club ScholarshipThis scholarship is an initiative of the Polish American Patriot Club and is for the benefit of graduating seniors residing in Belmont, Marshall or Ohio counties.Part of Universal Application
Ruth & William Gilligan Memorial ScholarshipThe Ruth and William Gilligan Memorial Scholarship is given annually to honor the memory of Mr. & Mrs. Gilligan and support a Tyler Consolidated graduating senior who demonstrates motivation to complete a college degree.Part of Universal Application
St. Matthew’s Lutheran Church ScholarshipFor graduating seniors of John Marshall High School and Cameron High School with a GPA of at least 2.5 who plan to pursue higher education of some type.Paused for 2026
Sylvia Archer Scholarship of Sistersville Lions ClubThe Sylvia Archer Scholarship of the Sistersville Lions Club was established by Sylvia’s son, Elliott. Elliott received the first scholarship of the original fund, through the then Sistersville Lions Club, upon his 1961 high school graduation. His continuation of the scholarship honors his mother’s tenacity and grit – qualities he continues to hold close.Part of Universal Application

Tikkun Olam Scholarship of Temple Beth Israel of Steubenville, OhioOne of the central tenets of Judaism is that of Tikkun Olam, healing a broken world. This principle transcends religion and is an appropriate goal for all persons, regardless of faith. Temple Beth Israel of Steubenville established this scholarship to support students pursuing a field of study that will allow them to enter a healing profession. Students must be planning to go into a field that will contribute to their one-on-one participation in a “healing” occupation.Part of Universal Application
Trinity Evangelical Lutheran Church ScholarshipThe Trinity Evangelical Lutheran Church South Wheeling Scholarship benefits graduating seniors from Wheeling Park High School who attended Wheeling Middle School and plan to pursue higher education.Part of Universal Application

Upper Ohio Valley Italian Foundation ScholarshipThe Undo’s Upper Ohio Valley Italian Heritage Festival exists to preserve and increase appreciation of a rich cultural heritage. This scholarship aligns with those ideals to celebrate culture and heritage of all types.Part of Universal Application
