WHEELING, W.Va. — Meet Rachel Keeney, executive director of the Top of WV Convention and Visitors Bureau and one of the newest members of the Community Foundation for the Ohio Valley’s Board of Directors.
Keeney joined the CFOV Board in early 2025, driven by a passion for leadership development, nonprofit support, and building strong communities. As someone who actively promotes the arts, tourism, and economic development in Brooke and Hancock counties, Keeney brings a fresh perspective to the table.

While still new to the CFOV board, Keeney has already found fulfillment in connecting with fellow board members and exploring ways to better integrate CFOV’s resources into the northernmost parts of the Foundation’s service area. She’s particularly excited about her role on the Development Committee, where she hopes to build bridges between businesses, donors, and organizations in Brooke and Hancock counties.

Keeney’s commitment to community involvement runs deep. She is a founding member of the Hancock and Brooke Young Professionals group, which cultivates local leadership and helps young people feel invested in their community’s future. She also serves as the treasurer of the Top of WV Arts Council and as a board member of the West Virginia Association for Convention and Visitor Bureaus.
Prior to her current role, Keeney was the Publications Manager at Carnegie Mellon University, where she led publication design and visual strategy. She is also the co-owner of Juxtaproof Studio, a boutique design business specializing in branding and marketing strategies.
Keeney believes one of CFOV’s most powerful tools is its Community Impact grantmaking, which she believes enables local organizations to turn meaningful ideas into sustainable initiatives. Her goal during her time on the board is to raise awareness of CFOV in Brooke and Hancock Counties and encourage more individuals and groups to get involved in philanthropy.
“I’m excited to be part of an organization that actively empowers individuals and groups working to make a meaningful difference,” Keeney says. “Seeing how CFOV can support and uplift different community initiatives is exciting to me.”
