What Is a Community Foundation?

POSTED ON

When people care deeply about their community, they often want to make a lasting difference, but they may not know where to begin. A community foundation helps connect generous people with the local causes that matter most, turning charitable goals into meaningful, long-term impact. At the Community Foundation for the Ohio Valley (CFOV), we help our neighbors turn that desire to give back into lasting support for the place we call home.

A Local Partner for Lasting Good

A community foundation is a nonprofit organization that manages charitable funds for individuals, families, businesses, and other organizations. Unlike a nonprofit focused on one issue, a community foundation supports a wide range of needs in a defined geographic area, including education, health, the arts, housing, recreation, and economic opportunity.

For CFOV, that place is the Upper Ohio Valley. We serve Brooke, Hancock, Marshall, Ohio, Tyler, and Wetzel counties in West Virginia and Belmont and Jefferson counties in Ohio. Across these eight counties, we work with donors and nonprofit partners to connect local generosity with local needs, recognizing that each community has its own strengths, challenges, and hopes for the future.

How Does It Work?

Donors can open a fund with the foundation or contribute to an existing fund. Depending on their goals, they may support a specific organization or cause, recommend grants over time, provide scholarships, or allow the foundation to direct resources toward the community’s most pressing needs.

The foundation supports effective local philanthropy through four core roles:

  • Listening: The foundation learns about local priorities by working with residents, nonprofits, civic leaders, and other partners.
  • Stewarding: It responsibly manages charitable assets and helps donors choose giving options that fit their values.
  • Grantmaking: It awards funding to nonprofit programs, projects, and initiatives that strengthen the community.
  • Connecting: It brings people and organizations together around shared challenges and opportunities.

Why Community Foundations Matter

Community foundations combine local knowledge with a long-term perspective. Because they serve a particular place, they can respond to urgent needs while also investing in solutions that take years to develop. They make philanthropy accessible, allowing gifts of many sizes to contribute to something larger.

At CFOV, our giving circles show what is possible when neighbors give together. Our Women’s Giving Circle supports programs that improve the lives of women and girls throughout our region. Our Men’s Giving Circle, Breaking Barriers for a Better Community (BBBC), supports organizations that remove barriers to employment and help build a skilled workforce in the greater Wheeling area. Both offer a way for people to join others who care about local challenges and turn shared generosity into meaningful support for our communities.

Our long-term recovery efforts following the June 14, 2025, flooding in Valley Grove and Triadelphia demonstrate another reason community foundations matter: we are here for the long haul. Through our Disaster Response and Recovery Fund and collaboration with the United Way of the Upper Ohio Valley and other partners on the Ohio County Long Term Disaster Recovery Committee, CFOV helps connect charitable resources with the needs of flood survivors. Recovery does not end when the water recedes. It takes sustained partnerships and flexible support to help neighbors rebuild their homes and lives in the months and years that follow.

A Legacy That Stays Local

One of the most powerful ways a community foundation serves a region is through endowed funds. An endowed gift is invested for the long term, and a portion of the fund is used each year to support charitable work. Because the principal is preserved and given the opportunity to grow, the fund can make grants year after year, creating a permanent source of local support that responds to the community’s changing needs.

This permanence is especially meaningful for families whose roots are in the Ohio Valley. Over time, children and grandchildren may move away, but an endowed fund at CFOV allows wealth earned and built here to continue benefiting the place that helped make it possible. A family’s name, values, and generosity can remain connected to our communities, supporting local organizations and future generations in perpetuity.

More Than One Way to Give

Giving through CFOV can take many forms. You might establish a fund in honor of a loved one, support a favorite nonprofit, recommend grants through a donor-advised fund, or include a charitable gift in your estate plan. We provide guidance and handle the administrative details, making it easier for you to focus on the difference you want to make here in the Ohio Valley.

Why Work With CFOV Instead of Creating a Private Foundation?

You do not have to create a separate organization to build a meaningful charitable legacy. Establishing a fund at CFOV offers a simpler alternative to starting a private foundation, allowing you to focus on the causes you care about rather than the work of running a foundation. We provide the administrative and investment infrastructure, recordkeeping, and grantmaking support, so you do not need to establish a separate board or manage a standalone foundation’s annual tax filings and compliance responsibilities.

Working with CFOV can also make lasting philanthropy more accessible. Our fund minimums are significantly lower than the resources typically needed to establish a private foundation, and our low administrative fees stay here, supporting our work in the region. Just as important, you gain a local partner who understands our communities and can help connect your charitable interests with nonprofits addressing needs across the Ohio Valley.

Building the Future Together

At its heart, a community foundation is a partner in generosity. At CFOV, that means preserving local charitable resources, supporting the organizations our neighbors rely on, and bringing people together to build a stronger Upper Ohio Valley. Whether you want to give today, create a lasting legacy, or learn more about needs in our communities, we invite you to start a conversation with us. Together, we can turn care for this place into lasting good.
