The Community Foundation for the Ohio Valley (CFOV) is actively participating in the West Virginia Neighborhood Investment Program (NIP) – a significant opportunity for West Virginian taxpayers to reduce their state tax liability by up to 50%.
A Win-Win Opportunity
Every June, CFOV applies for NIP tax credits through the West Virginia Development Office, and with awards announced in early September, we are excited to confirm the availability of NIP Tax Credits for our donors. These tax credits aren’t just a financial incentive—they’re a means to facilitate transformative gifts, amplifying the impact on your favorite charities and our community.
Susie Nelson, the Executive Director of CFOV, underscores this sentiment. “Through NIP tax credits, donors amplify their contributions, leading to an immediate and lasting impact on essential nonprofit initiatives. It’s a rare convergence where financial benefit meets profound community impact,” Nelson explains.

How It Works
Eligible donations must meet the following criteria:
- Amount of $500 or more
- Received after September 1st
- To one (or more) of these funds: the Community Impact Fund, Breaking Barriers for a Better Community Fund, and/or Women’s Giving Circle
If your donation meets these guidelines, please contact Liz Paulhus at liz@cfov.org or (304)905-6084 for next steps.
Background of NIP
Established in 1996, NIP tax credits were conceived to boost charitable giving to local nonprofits, amplifying their capacity to serve low-income residents in distressed neighborhoods. Each year, $3 million in state tax credits is earmarked for the program. Eligible 501(c)3 organizations, upon approval by an advisory board, use these credits as leverage to attract contributions from potential donors.
